各位老师：

        根据留学基金委留金秘美[2013]7317号通知，2014-2015年度中加学者交换项目即将开始遴选工作，现将该项目的内容介绍如下。

一、选派计划

（一）选派专业、选派类别及留学期限

        选派专业：申请人从事有关加拿大的研究，侧重于社会科学和人文科学，如商学、经济学、法律、国际关系、历史、政治、社会学、地理、艺术、英语或法语文学、语言学、教育、传播政策、媒体研究、规划、科学政策、社会管理、环境研究、建筑及其它相关领域。

选派类别：访问学者

留学期限：4-12个月

（二）选派规模：不超过100人·月/年（即每年录取人员留学期限之和不超过100个月）

二、资助内容

        在加留学期间的奖学金（约2200加元/月）、由加出入境城市至留学目的地的食宿费（最高为350加元）及医疗保险费用均由加方承担；国家留学基金提供一次性往返国际旅费。

三、申报条件：

（一）申请人应符合《国家留学基金资助出国留学人员选拔简章》规定的申请人基本条件及《国家公派高级研究学者及访问学者（含博士后）项目选派办法》规定的申请条件。

（二）留学语言为英/法语。英/法语水平和能力应得到中方推荐教授的认可。语言水平须满足以下任一项：

1、英语水平应达到TOEFL成绩80分以上或雅思成绩5.5分以上；

2、英/法语专业本科及以上毕业；

3、加方接受导师出具的申请人语言水平科满足在加研修需要的书面证明（英文，电子邮件亦可）。

（三）对于来自中国大学的教学或研究人员：

1、需具有硕士或硕士以上学位，硕士毕业后一般应具有2年以上工作经历，对博士毕业的申请人，没有工作年限要求；

2、申请人的学术水平和研究计划的学术质量将作为选拔的首要标准；

3、优先考虑那些研究课题旨在促进对加拿大认识和了解的申请人。

4、优先考虑那些研究项目能够在申请人回国后在中国产生广泛影响的申请人，可通过出版专著、在著名学术刊物上发表论文的方式，亦可通过其它方式使其研究成果在中国得以更广泛地传播。

四、申请时间和材料要求

（一）申请人需在2014年5月10日—15日登录国家留学基金委网上报名系统http://apply.csc.edu.cn，填写《出国留学申请表》，完成网上报名。网报时，受理机构名称请选择“直接上报基金委”，项目名称请选择“中加学者交换项目”。

（二）需提交的书面申请材料

1、《关于准备国家留学基金资助出国留学申请材料的说明（非学生类）》要求的相关材料；

2、申报材料（一式七份）

奖学金英/法文申请表（见附件）

“申报材料”由四部分组成

（1）个人相关信息

        奖学金英/法文申请表第一页；教育经历（单独一页）；工作经历（单独一页）；获奖情况（单独一页）

        第一页按要求填写，其它均须使用英文。

（2）英/法文研究计划

        研究计划须包含以下内容：

        在加拿大拟开展研究的具体说明，须附不少于500字的中文说明；

        计划留学加拿大的具体机构及院系名称并具体说明选择该机构的原因；

        具体说明本人已和哪些加拿大机构及学者有着怎样的联系与合作；

        结合赴加研究的计划具体说明须在加留学时间；

        具体说明赴加的时间；

        详细说明本项目对本人职业上的发展有何裨益及回国后如何把在加留学期间所取得的成果应用在职业发展上。

（3）签字表，即奖学金英/法文申请表第三页。

（4）其他材料（含原件一份）

        中、加专家各一封推荐信（英文）；

        语言水平证明；

        加方机构正式邀请信。

        申报材料须单独装订成册后随书面申请材料同时提交国际处。

    五、评审、录取办法

       国家留学基金委与加拿大驻华使馆组织专家对申请材料进行会议评审，并确定项目候选人名单。

    六、派出

        被录取人员将以国家公派留学人员身份于2014年派出，具体派出时间以加方通知为准。

七、申报材料和书面申请材料提交时间和地点：

I understand that Canadian government provides a monthly stipend (app. CDN$ 2,200) to cover the award holder’s expenses in Canada while the airfare expenses are being covered by the Government of China.

I understand that if my language proficiency in English or French is judged inadequate by representatives of the Canadian Embassy or if any information provided with this application is found to be a deliberate falsification, or if I am not able to leave for Canada for my research before the required date, the award will be canceled.
